Will Obama’s New Program Let Students Collect Unemployment Benefits While Attending Classes?

It was announced that President Obama wants to refocus unemployment insurance benefits into a "stepping stone" towards future employment by asking states to allow those collecting benefits to be allowed to keep them if they enroll in community colleges or other training courses. Personally, I think this is a fantastic idea. Why not let laid off workers retrain for a field more in demand while allowing them to keep their unemployment benefits? In the long run, a program like this might actually reduce the number of unemployment insurance benefits paid out.
